Siebel Cloud Manager Lift Utility Shows Error "There is an error in extracting users and role" While Exporting Database Artifacts From On-Premises (Doc ID 2871190.1)

When attempting to export the database artifacts using Siebel Cloud Manager Lift Utility, the export fails and the following error occurs.

Export DB failed

Below errors were seen in the Export_timestamp_*.log:

Tue Apr 5,2022 [2:13:11] : Script Execution Start
Tue Apr 5,2022 [2:13:11] : Stage 1 of 5 : Validating database login
Tue Apr 5,2022 [2:13:12] : Stage 1 of 5 : Database login successful
Tue Apr 5,2022 [2:13:12] : Stage 2 of 5 : Extracting users and roles
Tue Apr 5,2022 [2:13:13] : There is an error in extracting users and roles . Please check the log file C:\Users\Administrator\Desktop\Beta-Testing\siebelliftutility\logs/Export_20220405_021311/get_app_user.log

In the get_app_user.log, below SQL was failing:

The issue can be reproduced at will with the following steps:

1. Install and configure Siebel Cloud Manager
2. Use Cloud Manager Lift Utility on the on-premises environment
3. Create deployment kits and export the database artifacts
