SMC and Migration Application Hang with Spinning Oracle Symbol After Installing Siebel 22.x on top of Siebel 21.x

Symptoms
After installing Siebel 22.x on top of Siebel 21.x, the Siebel 22.x SMC and Migration Application login pages had the spinning Oracle symbol continuously spinning as the applications were hung.
The following javascript errors were visible in the web browser console when accessing the Siebel 22.x SMC.
