Bitmap Not Visible on Form Applet as Expected

Symptoms
When configuring a field with a bitmap in a form applet, the bitmap is not displayed as shown below:
The issue can be reproduce at will with the following steps:
1. Create a custom Icon Map.
2. Create a Bitmap Category.
3. Modify the following Applets and add Activity Status Field:
- Activity List Applet With Navigation
- Activity Form Applet

Upgrade from IP15 to Siebel 21.11.
