Installer Hangs in GUI After Rollback On Linux From 22.4 To 21.12

Information in this document applies to any platform.
When attempting to reinstall 21.12 after rolling back from 22.4, the installer hangs in the GUI at 99%.
The issue can be reproduced at will with the following steps:
1. Patch Siebel from 21.12 to 22.4
2. Delete 22.4 binaries.
3. Reinstall 21.12.
4. Notice the installer hanging, although the terminal shows the installation as completed
