Migration Installation - BootstrapUtility Returns "Connection refused" (Doc ID 2876781.1)

The following steps have been performed in order to reproduce this issue:

1. Generate the certificates using FQDN

2. Perform migration installation of SWSE from 15.18 to 21.12.

3. Perform migration installation of SES from 15.18 to 21.12 and check the installation log file.

4. Bootstrap Command failed with the following error which was seen in oraInstall2022-xx-xx.out

The issue was triggered by migrating binnaries Siebel from version 15.18 to 21.12.
