Symptoms

CSV files created with Clib.fopen have unexpected BOM (byte order mark) characters

After applying Siebel 22.5 patch update, CSV files are created with Clib.fopen are created in UTF-8-BOM format instead of UTF-8

1. Run the business service containing the following code to generate CSV file, via simulator

2. Open the generated CSV file in Notepad++ to verify the file format

The bottom right corner of Notepad++ indicates file format.
