Some Siebel Application Servers are Performing Slower and Having Higher CPU Utilization

Symptoms
Since a few days back, 2 of 4 application servers are working slower than normal and showing high CPU utilization.
There was a SRF change, but even after rolling it back the slowness and high CPU utilization persists.
There is no apparent long running queries and the time to login to the database via SQL*Plus is normal.
All the 4 application servers have the same specs and OS patch level.
STEPS
The issue can be reproduced at will the customer's environment with the following steps:
1. Use Siebel JavaBean code to perform login test

2. The good servers can perform the login in less than one second
3. The bad servers take 3-4 seconds to perform the same login process
