Siebel Application Container (Tomcat) Is Not Starting Up Due to "Address already in use" Error - TCP Port 8005 (Doc ID 2884818.1)

Symptoms

The UAT environment had a Windows OS patch applied, after that the Siebel Server service could not be started.

Even after having the Windows OS patch removed by restoring the VM image, the Siebel Server service is not coming up as the required Gateway Registry Application Container internal could not be started.

In the catalina.yyyy-mm-dd.log file it is showing that port # 8005 is already being used, this is preventing the Gateway Server application container from starting and consequently the Siebel Server services.

The following error can be found in the catalina.yyyy-mm-dd.log file located under applicationcontainer_internal/logs directory:

STEPS
The issue can be reproduced at will at the customer's environment with the following steps:
1. Apply Microsoft patch
2. Back out the Microsoft patch by restoring the VM image
3. Startup the Windows machine
4. Try to bring the Gateway Registry Application Container up
5. The above error is found in the catalina.yyyy-mm-dd.log file
