Siebel Upgrade (IRM) from 2013(8.1.1.11) To 22.x fails in "export repository to file" in UPGPHYS step with Error: cannot find the Name attribute for UI Object Expression File and SBL-GEN-00001 (Doc ID 2884990.1)

Symptoms

When running an Upgrade(IRM) from siebel (2013) 8.1.1.11 to 22.6 , the IRM fails in upgphys step "export repository to file "

upgpwiz.log shows below error:
UpgradeLog UpgradeError 1 0000000262ce1858:0 2022-07-13 15:30:40 Error calling function OSDWaitPid. (Error code returned is:[0]. Exit code is:[1] for application:[D:\sba22\ses\siebsrvr\bin\repimexp.exe]).

 

The exprep_dev.log shows the below error:

The issue can be reproduced at will with the following steps:
1. Ran IRM (Incremental repository merge)from Siebel 8.1.1.11 to 22.6
2.IRM fails in upgphys ""export repository to file "  step

 Ran an upgrade(IRM) from siebel 8.1.1.11 to 22.6
