After Installing Siebel Patch Version 22.3 Several Components Are Not Coming Up

Symptoms
After applying Siebel patch version 22.3 several Siebel components are not starting and in "siebdev.log" file several error messages are being returned:
A full list of Siebel components that are not starting was checked in "Siebel Server Manager" using following command:
- list comp show CC_ALIAS,CP_DISP_RUN_STATE

The issue can be reproduced with the following steps:
1. Apply Siebel patches from version IP17 to 22.3.
2. Upgrade Siebel database from version 15.8 to version 22.3.
3. Try to start Siebel components.
Changes
Siebel patches were applied:
- From version 17.0.0.0 to 19.0.0 following 21.12 and 22.3.
Siebel database was upgraded:
- From version 15.8 to version 22.3.
