When Navigating to Site Map on DR Environment It Takes Very Long Time For the First Time

Symptoms
In DEV environment it takes very long time to navigate to Site Map, i.e. +100 seconds and have the Site Map displayed.
After the Site Map is accessed for the first time subsequent accesses are faster, but once the user logs off and log back in the same slowness is observed.
In higher environment this delay is not observed, it takes approx. 10 seconds for the same Siebel Administrator responsibility.
With SWEPSRTimer event logging raised to 5 it is possible to observe the following entry in the respective component log file:
STEPS
The issue can be reproduced at will with the following steps:
1. Login to Siebel application on DR environment
2. Click on Site Map button
3. It may take +100 seconds for the Site Map to get displayed
4. Navigate to some view
5. Go back to Site Map by clicking on Site Map button, it gets displayed faster this time
6. Log off from the application
7. Log in to the application, the same slowness is observed once again
