Data Transfer and Application Cache Features are Failing When HTML5 Browser Compatibility is Tested on Siebel Login Page

Symptoms
When attempting to access Siebel login page using Chrome and Edge browsers, the HTML5 Browser Compatibility functionality informs that two features failed.
The following errors are displayed on the screen:
Application Cache fail
The issue can be reproduced at will with the following steps:
1.Update Siebel application to 22.4 or upper version. Use Siebel Installation Guide > Overview of Installing Siebel CRM to get instructions to install a Siebel update.
2.Open Chrome browser version 103.5060.134.643 or Edge 103.0.1264.71 and call Siebel login page url.
3.The HTML5 browser compatibility informs that not all features are passing.
Other browsers and versions may show the same behavior.
Changes
A new Siebel update was installed.
