BI Publisher Siebel Reports are Failing with SBL-RPT-50524 for Other Users Than SADMIN in Newly Created Environment

Information in this document applies to any platform.
In a newly created environment, the Siebel-BIP reports' executions are successful for SADMIN user but are failing for any other user. The errors are highlighted in the XMLPReportServer_<timestamp>.log:
Also, it has been observed that once a report is generated as SADMIN user, the same report is working for any other user.
The issue can be reproduced at will with the following steps:
1. Integrate Siebel with BI Publisher (by following Doc ID 2332902.1).
2. Upload and associate with views the report templates.
3. Run reports.
Not providing XMLP* responsibilities in new Siebel-BIP environment.
Accidentally remove XMLP* responsibilities.
