Symptoms
After installing Siebel 22.x on top of Siebel 20.x, when trying to access the SSO enabled Siebel application the login page
displays the following error on the browser screen.
ERROR

The server you are trying to access is either busy or experiencing difficulties. Please close the Web browser, open a new browser window, and try logging in again.[13:39:07]
STEPS
-----------------------
1. Install the Siebel 22.x software on top of Siebel 20.x
2. Access the Siebel 22.x application.
3. Observe the error message on the browser screen.
