Symptoms

After creating a new Siebel 22.8 environment based on an existing 20.12 Siebel environment, users are unable to access the Object Manager due to the following error seen in the browser:

The issue can be reproduced at will with the following steps:

1. Install Siebel 22.8 binaries on the new environment.
2. Point the 20.12 database to the newly created environment.
3. Execute the PostInstallDb Setup utility.
4. Create Siebel Management Console (SMC) Configuration.

Changes

 Create new environment based on existing one.
