Home Page Shows "Bullet" Lists Distorted When Zooming Out

Symptoms
When zooming out such as to 80%, the Home Page containing Links with bullets are misaligned
The issue can be reproduced at will with the following steps:
1. Logon to Siebel 22.1
2. Go to Accounts Home Page
Note the bulleted items are aligned as expected:
Now, zoom out such as to 60%:
Note the bullets are almost on the top of the text.
