Unable to login to Migration Application if AI is restarted when SES is down (Doc ID 2896070.1)

Symptoms

On : 22.5 & 22.8  version, System Administration.

If AI container is restarted whenever SES is down, there is an issue while logging in to the Migration Application.

Upon login, the following error is displayed:

 Restart of AI container when SES container is (temporarily) down.
