Example, When write an apostrophe (') in the control TextMessage, at first it displays correctly. But when save the record and go to this record again it is showing like &#39;

The issue can be reproduced at will with the following steps:
1. Navigate to Administration - Business Process

2. Workflow Policy Actions and Create new Record with below details on the Top List Appelt

Name = Test SR

Program = Send SR Email

3. In "Send Message Arguments" Form Applet enter all the required field values along with below field value and Save the Record.

Message Template = "Email sent by ' Wo'rkflow Manager."

4. click on the Next Record and go Back to the Same Record

Now it is showing the Message Template as below
