Siebel Tools 22.6 Crashing When Trying to Login With SQL Server Database (Doc ID 2897975.1)

Symptoms

After installing Siebel 22.6 in an environment with Microsoft SQL Server database, when trying to login to Siebel Tools a crash occurs and the following call stack is found in the crash_*.txt file located under SIEBEL_HOME\bin directory:
