Siebel Cloud Manager: Application is Missing Customizations with Error 404 in Browser Console (Doc ID 2899997.1)

Symptoms

Customer deployed Siebel on cloud environment using the Siebel Cloud Manager (SCM).
The environment was created successfully but homepage was empty, browser console displays several 404 errors related to custom images.

The issue can be reproduced at will with the following steps:
1. Deploy environment using SCM
2. Connect to application
3. Home Page is blank
4. Browser Console displays several 404 errors looking for files under /siebe/custom
