Login to Siebel Management Console (SMC) Fails with "The user ID or password that you entered is incorrect" Error (Doc ID 2901882.1)

Symptoms

When attempting to login to Siebel Management Console (SMC) the following error occurs:

The user ID or password that you entered is incorrect.

In the CommonLogger.log locate under applicationcontainer_external/logs directory the following error messages are found:

ERROR] 2022-09-19 18:04:02.334 [Thread-3] CommonLogger - com.siebel.swsm.crypt.AESCrypter:decrypt The input String for decryption is invalid
[FATAL] 2022-09-19 18:04:02.334 [Thread-3] CommonLogger - com.siebel.swsm.bootstrap.SWSMBoot:initConfig Check if Gateway is running

The Siebel Server starts up fine and no failures are found in the Enterprise log file, but the application object manager URLs are giving the following error in the UI.log file:

[ERROR] 2022-09-19 18:04:04.540 [https-jsse-nio-9001-exec-5] UI - com.siebel.swsm.context.UIContext:isAppConfiguredInCG Application: /publicsector_enu not configured in the Deployed Profile.
[ERROR] 2022-09-19 18:04:24.285 [https-jsse-nio-9001-exec-10] UI - com.siebel.swsm.context.UIContext:isAppConfiguredInCG Application: /publicsector_enu not configured in the Deployed Profile.
[ERROR] 2022-09-19 18:31:11.504 [https-jsse-nio-9001-exec-9] UI - com.siebel.swsm.context.UIContext:isAppConfiguredInCG Application: /webtool_enu not configured in the Deployed Profile.
[ERROR] 2022-09-19 18:44:48.774 [https-jsse-nio-9001-exec-6] UI - com.siebel.swsm.context.UIContext:isAppConfiguredInCG Application: /publicsector_enu not configured in the Deployed Profile.

STEPS

The issue can be reproduced at will at the customer's environment with the following steps:

1. Start the Siebel environment: applicationcontainer_external, applicationcontainer_internal, Gateway Registry and Siebel Server
2. The Siebel Server starts up fine
3. When trying to login to SMC the above mentioned errors are found
