Siebel Silent Mode Installation fails with Java.Lang.NullPointerException On ExtractLanguageBundle (Doc ID 2902455.1)

Symptoms

Siebel 22.x silent mode install fails with below error:

The issue can be reproduced with the following steps:
1. Downloaded the Siebel 22.8 install file from My oracle support for new installation
2. Unzipped all the Zip files under a single folder
3. Ran Disk1/setup.bat , provided input values, saved the response file without extension, and cancelled the     installation to create the response file.
4. Executed the the command (setup.bat -silent -responseFile path_to_installation_response_file -dp    database_table_owner_password -sp database_user_password)
5. silent install fails with error

 Ran silent mode install with siebel 22.8 install files
