Siebel Barcode Toolbar for Field Service Application Is Not Loading Completely

Symptoms
The Siebel Barcode toolbar is not loading in some views.
The Field Service application has the Barcode functionality enabled in some views. However, it was discovered that in some of these views, the Barcode toolbar is not fully loading when navigating to them.
Below is the view 'FS Activity Part Movements' where the Barcode is loading properly.
Below is the view 'All Service Request List View' where it is NOT loading properly.
If a blank query is performed on the list applet, then it loads the rest of the UI artifacts.
The issue can be reproduced at will with the following steps:
1. Log into the Field Service application.
2. Navigate to the 'All Service Request List View'.
Due to this issue, users may believe the functionality is unusable.
