Siebel Server Does Not Start After Adding New Components ERROR: SBL-SRM-00016: Unable to initialize the Database environment -- Unable to connect to DB (Doc ID 2905905.1)

Symptoms

Siebel server not starting after adding the new components using server manager commands in Siebel 22.4 environment.


Error in SRBroker.log:

GenericLog GenericError 1 000000046347a84c:0 2022-10-13 10:55:27 (srbmtsrv.cpp (86) err=2097168 sys=0) SBL-SRM-00016: Unable to initialize the Database environment -- Unable to connect to DB (data ops)

 

Error in Siebsrvr.log:

GenericLog    GenericError    1    000000026347a7cc:0    2022-10-13 10:55:24    (sccnmsys.cpp (1306) err=2883609 sys=0) SBL-SCC-00025: No value found in the Gateway. Default value in the repository is used.
GenericLog    GenericError    1    000000026347a7cc:0    2022-10-13 10:55:25    (sccitems.cpp (310) err=2555932 sys=0) SBL-SCM-00028: Key not found


The issue can be reproduced at will with the following steps:
1. Created some new components using server manager "create compdef"command in siebel 22.4
2. After creating the new component, restarted the Siebel server but it does not start anymore.
3. Made the newly created components to start manually but still it didn't help.
4. Siebel server not starting and shows above error in SRbroker log

Changes

 Created new components using srvrmgr commands in existing working environment
