UCM Batch Manager Fails With Errors SBL-EAI-11500 and SBL-GEN-00000: Unable to load message 0xffff (Doc ID 2908671.1)

Symptoms

When executing the UCM Batch Process, it fails to complete with the following error:

The process will work fine for most records, but fails consistently for the same record.

The issue can be reproduced at will with the following steps:

1. Insert records into the staging table.
2. Execute the UCM Batch Process.

Due to this issue, the records in the staging table cannot be processed once they fail.
