Symptoms
When attempting to perform a synchronous migration from source to target the process fails in the step ImportFile and the following error is generated in the migration.log
[ERROR] 2022-08-13 10:18:26.097 [pool-10-thread-1] Migration - com.siebel.migration.server.Transaction:invokeRestCall Error Response to Caller: {"status":"error","msgKey":"INTL_MIG_REST_ERROR","msgParamValueArr":["Required in argument 'filename' not supplied for 'ImportFile' method in Business Service 'Dock Migration File Transfer Service'(SBL-DAT-00125)","ImportFile","Dock Migration File Transfer Service"],"msg":"Required in argument 'filename' not supplied for 'ImportFile' method in Business Service 'Dock Migration File Transfer Service'(SBL-DAT-00125) while executing ImportFile method for Dock Migration File Transfer Service resource"}

STEPS
The issue can be reproduced at will with the following steps:
1. Apply Siebel 22.6 Monthly Update on top of 20.5
2. Do not set a Migration Package Location in the Migration Profile
3. Perform a Synchronous migration
4. The execution fails on ImportFile step
