When attempting to attempting to invoke a newly created web service in the development environment
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Setup for ws-security as in How To Set Up Siebel Inbound Web Services Using WS-Security (Doc ID 2281704.1)
2. Clear cache.
3. Generate WSDL
4. Call from SOAPUI
5. notice the error, even though the record is active and cache has been cleared.
