Symptoms

In Siebel Web Tools, the “HTML5 Browser Compatibility” Label is displayed in Russian instead of English.
All the language related settings are set to ENU for the object manager.

Steps to reproduce:

  1. Start Siebel services.
  2. Open Siebel WebTools.
  3. Observe the issue.
