Siebel Database App Version In S_APP_VER And S_APP_VER_HIST Tables Not Changed To 22.11 Version After Patching From 22.8 To 22.11 And Shows 22.10 Version

Symptoms
Siebel Database App Versions discrepancy.
Patched Siebel CRM from 22.8 to 22.11 and noticed a discrepancy in the Siebel versions.
A. From the Application's Help -->Technical Support, it is showing 22.11.
B. The Siebel_version.properties file, it is showing 22.11.0.0.0
C. But from the database s_app_ver and s_app_ver_hist tables, it is showing the latest update as v22.10
The issue can be reproduced at will with the following steps:
1. Stop Siebel Application services / Gateway and its tomcat / Application Interface tomcat services.
2. Apply 22.11 on top of 22.8 and complete postinstalldbsetup as part of ses installation.
3. After completion of patching the application and everything working fine and also Application's Help -->Technical Support and log files were updated with the 22.11PS version.
4. But the Database App version has not changed to the latest version number which is 22.11
Changes
Applied the 22.11 patchset on top of the 22.8 version.
