Error while writing to EIM_LST_OF_VAL - IF_ROW_STAT showing 'NOT_ALLOWED'



STEPS TO REPRODUCE
-----------------------
1. Execute the EIM job for EIM table EIM_LST_OF_VAL 
2. Failed with error "NOT_ALLOWED" for few records in EIM table
