Application Login Fails with Error "Invalid Username/password Specified.(SBL-UIF-00271)" (Doc ID 2913765.1)

Symptoms

While trying to login to Siebel application, the application fails to login and "Invalid username/password specified.(SBL-UIF-00271)" error can be seen.

Same issue reported for all internal users where as external users able to login to application. While reviewing the detailed OM logs, below errors reported:

The issue can be reproduced at will with the following steps:
1. Siebel 21.2 Production instance
2. While trying to login Siebel application, getting error "Invalid username/password specified.(SBL-UIF-00271)"
3. User is not able to login application
