Siebel Server Is Started UP Before the Completion of PostInstallDBSetup Execution (Doc ID 2914149.1)

Symptoms

When installing Siebel 22.10 Monthly Update on top of 20.12, after having the oneclick.properties file modified to avoid the Siebel Server startup upon patch installation completion, the Siebel Server starts up anyway.
oneclick.properties is located under Disk1/install/oneclick.properties directory, and AUTOSTART_SERVICE parameter is set to 'No' as follows:

#Parameter to enable the starting of the services after migration. Change it to 'No' if the services need not to be started after the migrate installation
AUTOSTART_SERVICES=No

The Siebel Server startup is undesirable as it competes for OS resources and may cause DB performance impact as well.

STEPS
The issue can be reproduced at will with the following steps:
1. Modify the oneclick.properties located under Disk1/install/oneclick.properties directory having the following parameter changed:

  AUTOSTART_SERVICES=No

2. Install Siebel 22.10 Monthly Update
3. Verify the Siebel Server status: the Siebel Server is automatically started
4. PostInstallDBSetup is still executing
