Gateway Registry Configuration Is Failing With "Unable to create Registry with the information Provided" After Fresh Installation (Doc ID 2914638.1)

When attempting to create the Gateway Registry in a multi-server environment, the following error is shown in the browser user interface, after loading the parameters added for a few minutes:

The issue can be reproduced with the following steps:

1. Install Siebel 21.12 binaries.
2. Point binaries to upgraded database.
3. Configure Gateway in Siebel Management Console.


Fresh installation of Siebel 21.12.
