High Latency On Siebel Public Sector Application For Employees On Any Navigation

Information in this document applies to any platform.
Public Sector OM used by Employees is presenting high latency on any user navigation across the board.
This behavior started 2 or 3 days back and cannot be fixed even after bouncing the Siebel Servers.
DBA has not identified any long running queries at the DB server side.
The issue can be reproduced at will at the customer's environment with the following steps:
1. Login to public sector OM using the URL that is for Employees
2. Perform user navigation
