The Migration Log Folder is Flooded with Millions of Files, Although no Migration is Being Performed

Symptoms
The migration log folder located in SIEBEL_ROOT\fs\migration log folder is flooded with millions of log files, even though no migration is actually being performed.
The log file that gets created is GetWatermark.log and it's created at each object manager login.
While analyzing the object manager log file, it was observed that Migration Incremental Runtime Business Service is getting registered every time there is an object manager login:

The issue can be reproduced at will with the following steps:
- Start Siebel Services.
- Upon OM login, the Migration Incremental Runtime Repository Data Service invokes 'GetWatermark' method.
- As a result, the SIEBEL_ROOT\fs\migration log folder is populated with a new GetWatermark log.
Changes
The issue was observed after an upgrade from 16.13 Siebel to 22.5 release.
