Inspect Does Not Work With Customer Dashboard

When you click 'Communications' icon in Application Toolbar, the customer dashboard is displayed as below:
But if any change is made to 'Persistent Customer Dashboard' business service and try to inspect it, the customer dashboard content will be gone as below:
The issue can be reproducible with the steps below:
- Login to Siebel Tools or Web Tools and open/create a developer workspace.
- Go to 'Business Service' object list and select 'Persistent Customer Dashboard'.
- Make any change and save it.
- Login to Siebel client and click the cube icon to go to workspace dashboard view.
- Select the workspace and Open->Inspect.
- Click 'Communications' icon to open the customer dashboard.
