Inactive List of Values Are Migrated from Design Repository to Runtime Repository via Incremental Migration

Symptoms
After inactivated a LOV on Design Repository (DR) environment, and after performed the incremental migration from Siebel Migration Application (SMA) to the Runtime Repository (RR) environment, in the RR environment the LOV is still active.
The expected behaviour is that the LOVs to be active in the RR environment also.
The issue can be reproduced at will with the following steps:
1. In Siebel Web Tools
2. Create a new workspace
3. Navigate to List Of Values screen
4. Inactivate one LOV record
5. Add a comment and deliver the changes to Main
6. Migrate to the RR environment
