REST Outbound Returns Empty Reponse When URL is Invalid (Doc ID 2923819.1)

Symptoms

When an outbound REST service has an invalid URL in Site Map - > Administration - Web Services -> Outbound REST Service, the call to that rest service at runtime returns an empty output instead of an error.

There should be an error to indicate the call failed.

The issue can be reproduced at will with the following steps:
1. Use any pre-existing outbound REST service, or create a new one by importing a swagger file provided by a third party system.
2. To establish a base line for comparison, ensure you have a valid URL in site map -> Administration - Web Services -> Outbound REST Services.
3. Call, make sure you get a response.
4. Now update the URL in site map -> Administration - Web Services -> Outbound REST Services and point to a hostname that does NOT exist.
5. Clear cache.
6. Repeat the call. It does not error out. It simply produces an empty output.
