CRM Desktop: Initial Synchronization Is Unable To Obtain The Package

Symptoms
When configuring CRM Desktop 3.10.3.5 on Microsoft 365 Apps for Enterprise Outlook (Version 2202 Build 16.0.14931.20468) 32-Bit. For some reason when almost finish to obtain the CRM Desktop Package, it failed with the following popup message below:
In the CRM Desktop Log "log.0000.txt" it show the following error message below:
Steps to reproduce the issue:
1. Configuring CRM Desktop Metadata and Package on Siebel App.
2. Installing CRM Desktop 3.10.3.5 on "Microsoft 365 Apps for Enterprise Outlook (Version 2202 Build 16.0.14931.20468) 32-Bit".
3. Login on CRM Desktop Client using your Siebel credential.
4. When CRM Desktop is almost to complete to obtain the package for some reason failed with the error message above.
