On Applying 23.1 Patch on 20.4 Siebel and Using "Defer" Option , PostinstallDbSetup Utility Does Not Generate DDL Files (Doc ID 2926813.1)

Symptoms

On patching from 20.4 Siebel to 23.1 release, when choosing option from the installer "Defer – Generate DDL files only", no DDL file is generated.

The issue can be reproduced at will with the following steps:

1. Patch Siebel binaries.
2. On PostinstallDBSetup prompt, choose " Defer- Generate DDL files only".
3. Upon update completion, no DDL files are generated.
4. After re-running PostinstallDBsetup manually, the ddl files are generated successfully.

When PostinstallDbSetup utility is run manually, it generates the DDL files.

The orainstall.out log shows the following information:

However, the libsslcshar.so library is present.
