Siebel 15.13 Version - Additional/Second Siebel Server Configuration Failing with Error "java.lang.ArrayIndexOutOfBoundsException: 2" On Windows OS and MS SQL Database (Doc ID 2928286.1)

While configuring second Siebel server on windows with MS SQL Database, configuration failing. Siebel enterprise is running with single server on Siebel 15.13, now requirement to add additional siebel server in same machine using different folder and different ports. Post installing second Siebel server binaries, configuration is failing with below error:

The issue was seen when following below steps:
1. Install IP15 and Patch 13 binaries in the same machine where Siebel server1 is running as per installation guide: Installing Siebel Enterprise Server as a New Installation
2. Invoke Configuration wizard to Configure new Siebel server: Configuring the Siebel Server
3. Configuration failed post providing all input values and invoke configuration
