"Database Is Already Up-to-date,no Further Changes Are Required" Message When Attempting to Execute the RepositoryUpgrade Utility

Symptoms
When attempting to execute the Repository Upgrade utility the following error occurs in the command line:
In this case it returns 1 and as a result the utility considers that the RepositoryUpgrade was already run generating the reported message in the command line. Otherwise, when it returns 0 the utility is ran without any issue.
By querying s_ws_version table it was observed that rep_ver_num column was 17.0.
The issue can be reproduced at will with the following steps:
1. Update install from 21.3 to 22.8.
2. Execute PostInstallDB Setup utility.
3. Run the RepositoryUpgrade utility.
