PostinstallDBSetup Fails With Exiting the program with return code : 11 and Failed Publishing Objects (Doc ID 2928466.1)

Symptoms

After New installation of Siebel 23.1 binaries pointing to cloned DB schema of 22.4,  PostinstallDBSetup fails with return code 11

PostInstallDBSetup_timestamp.log shows :
Thu Feb 9,2023 [16:40:38] : Exiting the program with return code : 11

Siebdevcli.log shows :
GenericLog GenericError 1 0000000263e51a1f:0 2023-02-09 16:40:36 Workflow is EAI Interviewer's Guide WF
GenericLog GenericError 1 0000000263e51a1f:0 2023-02-09 16:40:36 Failed Publishing Objects.....


The issue can be reproduced at will with the following steps:
1. Installed 23.1 Siebel as New install
2. Cloned DB schema of 22.4 and copied to the new machine
3. Ran postinstallDB to update the schema version from 22.4 to 23.1
4. PostinstallDB failed with errors with workflow upgrade step

 Installed Siebel 23.1 binaries
