The Post Installation Database Utility Fails With SBL-DAT-00279 After Applying 22.5 Update (Doc ID 2931940.1)

Symptoms

After performing an update installation from 18.12 to 22.5, PostInstallDB utility fails at SeedSchemaManifest step in Runtime Repository (RR) environments.

PostInstallDBSetup_<timestamp>.log:


The issue can be reproduced at will with the following steps:
1. Stop all Siebel services.
2. Perform an update installation to 22.5.
3. Execute the PostinstallDb utility.
