New Email Template Becomes Read Only after Pressing F9 Key in Service Request List View

Symptoms
When sending an email using F9 functionality, by selecting a newly created Template, in the Service Request BC, the popup turns to Read Only and nothing can be modified in this template.
The template should not be turned to read-only.
The issue can be reproduced at will with the following steps:
1. Open Siebel application
2. Navigate to Service Request List View
3. Hit F9 key and the template can be selected and the popup message remain editable
4. When navigate to Service Request Detail View and hit F9 key, the template popup message turns to read-only.
