My Oracle Support Banner File Generated In SES/Webapps When Patching To 22.12 With Docker Image Is Causing Connectivity Issues With BI Publisher (Doc ID 2933155.1)

When attempting to upload reports from Siebel, the report upload fails.

In the XMLPReportServer.log, below errors will be seen when the report upload fails:

Any attempt to use the CONTAINERURL to invoke outbound calls to BI Publisher will fail with HTTP-404 (not found). And any call to functionality that uses CONTAINERURL leads to HTTP 404

The issue can be reproduced at will with the following steps:
1. Update Siebel 22.8 to 22.12 using Oracle Docker Image following the steps mentioned in the below bookshelf guide.
2. Start the services.
3. Login to the application and navigate to Site Map >> Administration - BI Publisher Reports >> Standard Templates and select a template and click on Upload Files.


 Update Siebel from 22.8 to 22.12 using Docker Image.
