Querying For Attachments Using REST API Returns Wrong "charset=UTF-8" Content Type Instead Of "application/json" (Doc ID 2940901.1)

Symptoms

When attempting to query for attachments using REST API for .docx and .pdf files converted to Base 64, the returned content type is "charset=UTF-8", even though "application/json" content type is enforced in the request.

The issue can be reproduced with the following steps:
1. Use an external tool to convert a .pdf attachment to Base 64.
2. Login to POSTMAN and create a request for the following URL:
