Symptoms
When attempting to run the Siebel CleanupTaskDR Utility the following error message occurred.

This utility can be run in Runtime environment but this is a DR one.

STEPS
-----------------------
1. Install Siebel 22.12 on top of Siebel 22.1
2. Run the CleanupTaskDR utility in the Siebel RR environment.
3. Observe the error message.
