Error "Unable to create the Business Service 'TestDqSync' (SBL-DAT-00227)" When Creating New Contact Record In Siebel Application When ISS* Runtime Events Are Active (Doc ID 2947707.1)

When attempting to create a Contact record in the Siebel Client UI, the following errors occur:

Unable to create the Business Service 'TestDqSync' (SBL-DAT-00227)

SBL-DAT-00144: Could not find 'Business Service' named 'TestDqSync'

The issue can be reproduced at will with the following steps:

1. Log into the Siebel Client UI application

2. Navigate to the Contacts screen

3. Create a new Contact record, populate the required fields and save the record

4.  The error occurs at this point, displayed on the Siebel Client UI and also captured in the Client AOM log file.
