Required Field SBL-DAT-00498 Popup Error Repeatedly Occurs

Symptoms
When a "Required Field" is not filled in the UI, then the error below occurs which is expected.
However clicking on the "OK" button to dismiss the error does not work and the "Required Field" error message persists and cannot be dismissed unless the browser session is closed.
There is a known issue as per “In Attachments Views, Required Field SBL-DAT-00498 Popup Error Repeatedly Occurs After Dismissal (Doc ID 2908428.1)” fixed in Siebel 23.1, however this has now been found in other non-Attachments Views.
The issue was reproduced using the steps below in a couple of specific Views:
1. Go to Site Map
2. Select Accounts > Products and leave "Name" empty
3. Go to Site Map > Locate In the Site Map : Opportunities > List > Contacts
4. In the Site Map, click in Contacts
5. It will take you to the Opportunities (From Applet) > Contact (List Applet)
6. Select "New" to create a new record in the Opportunities Form Applet
7. Leave Name blank and save the record
8. Go to Administration - Data Validation > Rules > Arguments
9. Leave Name blank and save the record

Apply Siebel 23.1 update where issue reported in "In Attachments Views, Required Field SBL-DAT-00498 Popup Error Repeatedly Occurs After Dismissal (Doc ID 2908428.1)” is fixed.
